"Anti-automobile rhetoric" is vague. What exactly did the Mayor say?

I watched the video recording of the PC meeting on youtube. Mainly, looks like the mayor wants to call attention to electric vehicles as the up and coming thing. Also, it sounds like he doesn't like body shops or oil change places at this location because he thinks they are unattractive or inappropriate? Applicant for the body shop replied that this is not one of those junkyard places - they said theirs is classy and looks retail. On the oil change place, Mayor said Sheboyganites may feel that we already have a lot of oil change places. Valvoline replied that they are upscale and supported their choice with a market study. Essentially, the mayor questions whether these types of businesses are the "highest and best use" of the location. I came away from the video with the sense that the mayor is trying to establish some kind of "green" voting record. Have a look at the PC video and see what you think. It is short, and you can skip around in it.
