Month-long closure of Pennsylvania Avenue part of $4 million project
Nearly 300 apartments are planned and Commerce Street is being relocated

SHEBOYGAN — Pennsylvania Avenue in Sheboygan will remain closed through the end of September as the reconstruction of Commerce Street continues.
Last week Tuesday, crews closed Pennsylvania Avenue between North 13th Street and Water Street to accommodate infrastructure improvements associated with the reconstruction of Commerce Street. The work includes water main replacement, new curb and gutter, street light improvements, concrete sidewalk repairs, and new concrete pavement. The construction project is related to the development of nearly 300 apartments on the old Mayline Company property.

The proposed development is a high-density, luxury apartment complex located on the former Mayline-Safco Plant site along the Sheboygan River. According to the developer, Tyler Hawley of HKS Holdings, the aim is revitalizing this historically industrial area while addressing the growing demand for modern housing. In recent years, the City of Sheboygan purchased eight properties on Commerce Street to make way for redevelopment of the neighborhood. Demolition began in November 2022 and was completed in 2023.

Vinton Construction of Manitowoc has been working on the nearly $4 million reconstruction project of North Commerce Street between Pennsylvania Avenue and Wisconsin Avenue since May. Due to the redevelopment, Commerce Street will be relocated to the west and the Shoreline 400 Trail will also be relocated. The historic concrete pavers are sitting in a fenced parking lot in the Wildwood Industrial Park.

The month-long detour set by the city’s Department of Public Works encourages motorists to use Erie Avenue east to North 9th Street. Another alternative route is using Indiana Avenue east and north over the 8th Street Bridge. All work is weather-dependent and subject to change according to DPW.
