283 apartment units planned along the Sheboygan River
A developer from Milwaukee looks to build two four-story apartment buildings

SHEBOYGAN — A developer from Milwaukee is proposing to build 283 apartment units in Sheboygan’s River Bend Neighborhood.
The proposed development is a high-density, luxury apartment complex located on the former Mayline-Safco Plant site along the Sheboygan River. According to the developer, Tyler Hawley of HKS Holdings, the aim is revitalizing this historically industrial area while addressing the growing demand for modern housing. The development will consist of two distinct buildings, with a central courtyard that provides both visual relief and framed views of the Sheboygan River.

Both buildings will feature parking on the ground floor, with four stories of apartment units above. The southern building will include a two-story amenity space that features an expansive clubroom, oversized fitness with upscale equipment and connects seamlessly to the central courtyard. A variety of outdoor activities such as a pool, firepit, grilling stations and access to the river and public kayak slips are planned.

In recent years, the City of Sheboygan purchased eight properties on Commerce Street to make way for redevelopment of the neighborhood. Demolition began in November 2022 and was completed in 2023. Vinton Construction of Manitowoc will soon begin work on a nearly $4 million reconstruction project of North Commerce Street between Pennsylvania Avenue and Wisconsin Avenue. Due to the redevelopment, the Shoreline 400 Trail will be relocated.
