Sheboygan Water Utility to spend thousands on new website
The redesign of the website is required to comply with federal law

SHEBOYGAN — The Sheboygan Water Utility will be contracting with a local marketing firm to redesign and upgrade its website at a significant cost.
Sheboygan Falls-based FifthColor will be hired to redesign the website of the Sheboygan Water Utility. According to a quote from the firm, the utility could spend as much as $26,554 or as little as $21,692. According to Tamara Scheuren, the utility’s Customer Relations & Fiscal Supervisor, the decision to contract with FifthColor is based on usability, flexibility, cost, a proven track record, and the strength of their local presence and availability.
The firm has previously redesigned websites for the Sheboygan Area School District and the City of Sheboygan Department of Public Works, demonstrating their experience with public sector clients added Scheuren. A second firm, CivicPlus of Kansas, provided several quotes ranging from a one-time fee of $3,807 for a standard redesign to $9,986 for the Ultimate Package. The annual cost was quoted at $4,828 with a number of add-ons costing an additional $6,000. The firm is currently in the process of redesigning the City of Sheboygan website.

The Americans with Disabilities Act (ADA), along with recent court interpretations and Department of Justice (DOJ) guidance, requires public entities to ensure that their websites are accessible to individuals with disabilities. The federal government has set a compliance deadline of 2026 for public entities like Sheboygan Water Utility. Failure to comply will result in civil penalties.
For the last several years, the utility has contracted with Sheboygan-based Dynamic, Inc. for website design and maintenance according to Superintendent Joe Trueblood. The firm last redesigned the Sheboygan Water Utility website last year.
