Sheboygan building to be converted to apartments

SHEBOYGAN — The City Plan Commission has approved plans for a fourplex in the Smith Gardens Neighborhood on Sheboygan’s northwest side.
The 1,600-square-foot building, located at 1202 North 31st Street, is currently a Community-Based Residential Facility operated by Elevate, Inc. Lutheran Social Services (LSS) stopped providing services out of the building in 2019 and sold the building to Melissa Gundlach in July 2024, who purchased it for $290,000.
LSS no longer provides services in Sheboygan County because the non-profit organization was unable to hire sufficient staff to be effective in service delivery according to George Kmetty, Public Relations Specialist for LSS. Instead, they leased the building to Elevate that provided similar services.
According to Gundlach, renovations will begin sometime this year on the first phase and second phase is expected to begin in January 2026. The project will cost $80,000 and the conversion will allow for as many as eight residents. While the building footprint will remain the same, new interior walls will be installed.
The office building was constructed in 1962 and was home to Manpower, Jehovah's Witnesses, Professional Billing Office, and Great Lakes Physical Therapy. In 1976, Jehovah's Witnesses moved to the newly built Kingdom Hall on Georgia Avenue. In 1986, Manpower relocated to a new office building on Kohler Memorial Drive.
