Kohler Riverside Luxury Villas planned for Indiana Avenue
The private community would feature 22 single-family villas in the Town of Sheboygan
TOWN OF SHEBOYGAN — A developer is proposing to build a private community west of the City of Sheboygan and would create much needed housing options.
Tom G. Ducharme plans to build 22 single-family villas on vacant land along Indiana Avenue between Interstate 43 and the Art Preserve in the Town of Sheboygan, just east of the Village of Kohler. The 5.64-acre property was previously owned by the State of Wisconsin for an I-43 off-ramp. Ducharme purchased the land from the state in 2015. The private community would be located within the Town of Sheboygan.

In 1967, an interchange was built as part of Interstate 43. 19 years later in 1986, the on-and-off ramps were permanently closed and removed when the Taylor Drive Beltline was constructed. According to the Wisconsin Department of Transportation, the ramps had sharp curves which created the potential for accidents. A new interchange was built to the south at Washington Avenue which is also Highway 28.
No one spoke in opposition during the Town Plan Commission meeting held on Tuesday, July 1st. Two representatives from the John Michael Kohler Arts Center were in attendance including Steve Woods. He asked Ducharme about access to the private community. Early plans call for a single entrance from Indiana Avenue and would include a roundabout according to Ducharme. Town Supervisor Brad Lambrecht asked if the villas would be for purchase or rent. “These would be for purchase and there will be restrictive covenants in regards to rentals,” responded Ducharme. “I won’t allow any type of Airbnb or anything of that nature.”
The Town Plan Commission approved the rezoning request. “This is a recommendation to the Town Board,” said Town Attorney Michael Bauer. The Town Board will take the final action on the rezoning request. There was no timeframe on when construction would begin. Wells would be constructed for water service while town sewer service is already nearby.
